[COHO] Dues

In order to keep this club "semi-formal", lets stick to the by-laws that 
were adopted. www.cohomebrewers.org/bylaws#article9
We can change the date that the dues are owed from the anniversary of 
joining to a set date for everyone only if approved by a vote at the next 
meeting.
Also, the amount owed is supposed to be set by the current budget. That 
budget needs to be reported to the club along with the current financial 
status. Please bring that information to the next meeting and we can approve 
it with the majority in favor.
